Opening General Session
7 to 9 pm
Part 1: National Update
Each of the 14 financial management conferences has
been opened with an up-to-the-minute analysis of the
legislative, regulatory and legal issues affecting home
care and hospice. It is a safe bet, with the intense
presidential election campaign and the hot Senate and
House races, that health care is high on the list of
political and policy issues. The legislative arena may
be chaotic in an election year, but regulatory initiatives
do not slow down to watch that type of parade go by.
This year, both home health care and hospice are subject
to significant regulatory changes. This session offers
a clear and detailed discussion of what Congress and
the administrative agencies have for home care and hospice
in 2008.
Objectives:
- Identify current legislative issues affecting home
care and hospice;
- Identify current regulatory issues affecting home
care and hospice; and
- Explain the prognosis for legislative and regulatory
action in 2008.
Faculty: Val J. Halamandaris, President,
National Association for Home Care & Hospice; William
A. Dombi, Vice President for Law, National Association

Financial Management Association, Washington, D.C.
Part 2: Medicare HH PPS: An Overview
of the Impact of the New Model
Medicare home health services changed dramatically with
the onset of the 2008 edition of the Home Health Prospective
Payment System. Driven by significant changes in the
case mix adjustment model, the new HH PPS has met some
of the predictions for its impact and triggered surprises
as well. This program brings together a panel of expert
observers regarding the new HH PPS who will offer their
insights into whether and how the new system has changed
home health care. This panel discussion is a springboard
to the HH PPS track of programs offered as workshops
throughout the conference.
Objectives:
- Explain early indications of any change in patient
services triggered by the new HH PPS;
- Identify early signs of the financial indications
of the new HH PPS on the bottom line; and
- Discuss strategies for achieving success under the
new HH PPS.
